Procurement Policy


1.0 Introduction
This document outlines the Procurement Policy for Central Equatoria Business Union
(CEBU), a forum for businesses in South Sudan. The policy aims to ensure that all
procurement activities are conducted in a fair, transparent, efficient, and cost-effective
manner.

2.0 Purpose
The purpose of this policy is to provide guidelines for all procurement activities
within CEBU, to ensure that goods, services, and works are procured at the best
possible cost, under favorable terms and conditions, and in a manner that enhances
competition and promotes efficiency and fairness.

3.0 Scope
This policy applies to all members, employees, contractors, and any other parties
involved in procurement activities on behalf of CEBU.

4.0 Policy Statements

4.1 Procurement Planning
All procurement activities should be planned in advance, with clear specifications, estimated costs, and timelines.

4.2 Supplier Selection
Suppliers should be selected on the basis of their ability to meet the needs of CEBU, their financial stability, and their track record of ethical and responsible behavior.

4.3 Competitive Bidding
Competitive bidding should be the preferred procurement method. Exceptions may be
made for emergency situations or when only one supplier can provide the required
goods, services, or works.

activities, maintaining records, and ensuring compliance with this policy.

5.2 All members, employees, and contractors involved in procurement activities are
responsible for adhering to this policy and conducting themselves in an ethical and
professional manner.

This policy will be reviewed annually to ensure it remains relevant and effective. Changes may be made at any time to reflect changes in business practices, legal
requirements, or market conditions.

7.0 Breaches of Policy
Breaches of this policy may result in disciplinary action, including termination of
membership or employment, legal action, and/or reporting to law enforcement
authorities.
